GROW Jefferson-Puritas is a collaborative planning effort to nurture the long-term vitality of our community. “Grow” means more than adding buildings—it means growing economic opportunity, mobility connections, and quality of life. The plan will guide improvements to housing, local business corridors, parks, streets, and public spaces to create a neighborhood where families can flourish, children can play and learn, and residents of all ages can enjoy a safe, beautiful, and inclusive community.
This is a community-led process. As the plan takes shape, there will be many ways to participate—through meetings, surveys, and creative neighborhood events. Together, we’ll identify priorities and projects that strengthen what we already love about Jefferson-Puritas while planning for a bright, sustainable future.
Project Area Map
The project boundaries align with the Jefferson-Puritas West Park CDC service area. West Park extends from W. 117th to the Cleveland border. We serve the eastern portion of West Park, including the Jefferson and Bellaire-Puritas neighborhoods. Starting in January 2025, these are also the boundaries of the new Ward 13.

Why do we need a neighborhood master plan now?
The Jefferson-Puritas West Park Community Development Corporation (Jefferson-Puritas), formerly known as the Bellaire-Puritas Development Corporation, has been serving the residents and businesses in the Jefferson and Bellaire-Puritas neighborhoods since 1992. As an agency, we have not completed a new comprehensive neighborhood-wide development plan since 2009. A new comprehensive plan is needed to guide our work into the future as we continue to build a stronger Jefferson-Puritas community.
What is the project timeline?
The planning process started in late October 2025 and is anticipated to take about 10 months to complete. So, the final plan recommendations are expected by August 2026.
Who is the consultant team working on the plan?
The consultant team is led by OHM Advisors and includes Seventh Hill, DesignExplorr, and KM Date Community Planning. As a multidisciplinary firm, OHM offers expertise in land use and mobility planning, urban design, landscape architecture, and transportation engineering, ensuring a holistic approach to neighborhood development. Seventh Hill is a Cleveland-based urban design firm that will lead tailored community and stakeholder engagement. DesignExplorr is led by neighborhood resident Jacida Walker, who will support interactive engagement with local youth. KM Date Community Planning brings over 20 years of experience working in the Cleveland area, specializing in revitalization, economic development, land development, and housing analysis plans that have helped guide implementation and decision-making.
What will happen after this plan is finished?
Once completed, the plan will serve as a roadmap for neighborhood improvements over the next 5-7 years. It will help the Jefferson-Puritas West Park CDC, the City of Cleveland, and local partners secure funding, prioritize projects, and coordinate action. The community’s ongoing involvement will remain key to bringing the plan’s ideas to life.
